Laws for Indoor Bowls

FOR 2018-2019

Following the World Indoor Bowls Council’s decision to become an affiliate member of World Bowls

Limited, with a new name of International Indoor Bowls Council, this has resulted in there only

being one set of Laws for the sport of flat green bowls in 2019.

These Laws will be the Crystal Mark Third edition.

With the International Indoor Bowls Council and British Isles deciding that their tournaments would

be governed by the Crystal Mark from the start of the 2018-2019 season the EIBA, for consistency

and ease of understanding, have agreed to follow suit.

What does the change in Laws mean to the Indoor code? There are very few differences from

the Laws of the Sport. However, there are a couple of laws which do vary: -

1) Prior to delivery you must be standing on the mat - walking or running deliveries are not

permitted.

2) The second player is no longer responsible for the scorecard as that duty is now taken by the

skip.

However, National Governing Bodies can request that the second can hold the card and again

to ensure there is no confusion for players who play Outdoor as well, the EIBA will mirror Bowls

England’s decision that for domestic play skips can transfer the duty of marking to other

members of the team.

The EIBA are expecting to receive an order of the Crystal Mark Third Edition books on Monday

15th October 2018 which will be available for Clubs, Counties and Individuals to purchase at £3

including postage and packaging.

Ultimately this change will not impact the playing of Indoor Bowls but will prevent confusion which

two Laws of the Sport can bring for players and officials who participate in both codes.
